If the chord is C7b9 for instance, is it assumed that there you should also include a #9 and #11 in the chord. Maybe even a #13? Thanks for the help

not nesseseraly, but i 've seen it!# 11 and # 13 are regular tones in c major! # 11 is #4.#13 is 6th tone.In this case C7b9, the chord sounds better with #4 and 6th.you can do all the variation and decide what you like best.
On piano it would be. c Bb in the left hand(without 3 and 5)
right hand: e a db in the first octave.You can add f# in the right hand, still sounds good!

A C7b9 chord is voiced C E G Bb Db. To maximize the tonal color, always place the Db at the highest note.
I like to use the 13 or b13 with the b9 to give it a more "open" sound. (C,E,Ab,Db)
