Bassoon is written in concert pitch, meaning that when it plays a c or any other note, that is the pitch that actuallu comes out. Bass clarinet, however, is in b-flat, meaning when it plays a c, a pitch two half steps lower(a major second) comes out, which is b-flat. Therefore, "transpose" the bassoon part into treble clef and then take it up a major second (two half steps) to write out the clarinet part.

to transpose a bassoon peice to bass clarinet. read the notes like they are in treble clef and add two sharps, so if the bassoon part is in Bb the clarinet part will be in c.
