i don`t have WinRar, so I can`t open it, and my mom probaly is going to spring for the money to get it. I was hopeing if i could get it on a different program, or get it already extracted from someone who has it. Or can some one print it and scan it in and save in to WinZip.

Its not that simple mate. The tank file is a scanned copy of the real thing. Winrar is a free program so you shouldn`t have any problem getting it. All it is is a different zipping program as oppose to winzip. Even if someone zipped it in winzip its still too big to mail.
