In America we do not use this type of grading system. I`m not sure, with the type of school band system that we have, if this type of grading/level system would be beneficial. Any thoughts from anyone else?

All I remember from high school was competition "classes" used at solo & ensemble. Class A was stuff like Quantz, Chaminade, that sort of thing. Class B was a level lower than that, appropriate to lower grade high schoolers and class C was beginner fare, junior high level pieces.
