Sounds like at least a good COA is due on it. If you wash your hands before you play, and wipe the flute down witho something other than what you use to clean the bore, you can help prevent tarnish. Generally flutes need a checkup with a competent repair tech at least once a year (mine usually go in every 6-8 months). He may tell you it needs a full overhaul, but you may be able to get by with just a COA.

It varies from tech to tech, and sometimes depends on the instrument too (some techs charge more for higher level instruments). I think one from my tech (who only does Artist quality instruments, and is probably one of the more expensive (but more skilled) techs in the area) runs about $150.

Well you may well be able to find that (assuming it doesn't need a full overhaul...If it does, chances are you'll have to shell out more). Ask around at different music stores, or for suggestions from your flute teacher (if you have one) or other flutists, and see what kinds of prices they charge in your area.
