Are you sure that is why different places have different Happy Birthday songs? Maybe it has mroe to do with the prestige of hearing the Macaroni Grill b-day song instead of just plain ole' Happy Birthday?
The laws surrounding music copyright are so in depth I don't think most people know a small fraction of what the laws actually are. There are laws for straight out copyright, there are laws for arrangments of pieces, recording of pieces, and the list goes on and on.
I think the general issue here is pretty much what has already been stated. People think because of the forum title that all they have to do to get free sheet music is register and ask for it. I am sure that is how this forum has so many people registered here. We have ALL seen band directors copy flute parts and hand them out, so why would anyone think it is not ok? The truth is, it's "technically" not ok to do that.
I personally try to look at Copyright issues this way. Let's say you worked in a fast food chain of some sort. (Been there done that.) Let's say someone came in a stole a burger. What if your boss took that money out of your check each week? Copying music and passing it around is just like that minus the grease and sore feet. XD

I agree that artists should be paid for their creations and the copyright system is just for that.
Having said that, I would add that some author societies (like the one in Spain), has managed to get their money from too wide sources.
Here, when you buy a virgin CD or DVD disk, we must pay a canon, sort of an additional price that goes directly to the SGAE (the author society). The logic behind this strange law is that many CD and DVD are used to make illegal copies of copyrighted works.
This may be true, but not all and every virgin support that is used for that. So we all pay the SGAE for any disk we buy, no matter it is used for data backup, original work saving or any other legal use.
This has taken some people to oppose the SAGE on its own grounds and consider that if they buy a CD or DVD and pay the "canon", they are now entitled to make the music or film copies -legally. IMO it is not true, but in any case the canon is totally unfair.
Do you have something similar in USA or elsewhere?
