I agree with the bit about a good quality head mattering more than having an instrument that's solid throughout, but whether or not the head is solid silver is not necessarily a mark of quality, as I mentioned above. Silver plated heads can play every bit as well as a solid silver head (and in some cases better), so if cost is a concern, something like a used Muramatsu EX (or just a headjoint off of one) might be worth considering.
