The picc seems pretty good but i can only find retailers in south africa o.o

The Regency piccolo is virtually unknown in the U.S. It is sold by a South African company that appears to make yet another ordinary composite student piccolo. There are many, many other brands that are likely a better match for you available in the U.S.

Regency doesn't make flutes or piccolos. They are probably made in China. Otherwise, Regency would tell you the actual maker:
