hmmm...
most tuners cost much more than a Hannah Montana book...just a little food for thought.
Since your pressed for money, you could just tune to a piano if you ownm one, or an online tuning site. It's harder than using a tuner, but it works.

There a software tuners, for installation on your computer, that can be downloaded for free.
I've been using the tuner on the following web page, & it works very well.

I never said you were a bad person...ever, or even really meant to imply it. I am just trying to say my ten cents worth.
Just curious, since you play flute, shouldn't you already have a tuner of some form? Why don't you just let her use that one?
She doesn't neccesarily have to take your expensive tuner to school, but I'm sure it wouldn't be much of a problem to let her use it at home, since you'll be right next to her while she plays to teach her.

Chermo, you may be asking for something illegal, and that's the crux of it.
I do NOT know the law precisely on this, but my own understanding is that photocopying music that is copyrighted, is against the law. There are usually warnings on the newer music that we get in wind ensemble.
I know of people who want to protect their investment after buying expensive sheet music- say they just spent $50 for a flute quartet, with score and four parts. They will sometimes give a photocopy out to the four players, so the music doesn't come back ripped or covered with Kool-Aid.
I think your request is not about getting caught, but about asking someone else to do something against the law.
If we as musicians continue copying and giving away sheet music, then those talented writers will not be paid well enough to continue their work.
As for helping you and your daughter, take a look at Jen Cluff's site. There is lots of help on finding free and non-copyright music:

There's also an excellent flute fingering chart that you can get right off the internet-this is MUCH better than most of the ones you'll find in the back of beginner books:

Since you play the flute, probably the most fun and inspiring thing to do would be to play flute duets with her.
The Hannah Montana books, and many other 'popular tunes'/Harry Potter/Disney type books, have been reviewed. They are usually very poor transcriptions, re-written without regard to each particular instrument and its difficulties. So you end up with something that is very hard to play (frustrating and inappropriate for a beginner)- that only an accomplished player can handle, that said accomplished player gets very little enjoyment from playing.
You might post an ad on usedflutes.com, asking people to send you any band books or flute sheet music well suited to beginners. You might get a lot of things that are appropriate and FUN for your daughter, that other folks are happy to clean out of their closets.
Someone might have a free tuner, too, but I think getting the pitch just right is going to have to wait until your daughter can actually finger and blow the right notes. You have to start small- if the 'right' pitch comes out, you don't want to discourage the kid by saying, 'Eeeew, that's 20 cents sharp!!'
I think there are lots of folks here who will be happy to help you and your daughter, from links to free music to do-it-yourself repair and maintenence advice. I think you just asked the wrong question in the first place.

It is ambiguous what the original question was, because Chermo asked for a copy of the Hannah Montana flute book. If someone has a book they don't want anymore, and sends it to Chermo, there is NOTHING wrong with that.
If Chermo is asking for someone to photocopy the music and send it to her, that is NOT legal.
Later posts seem to clarify that Chermo is happy to have illegally photocopied Hannah Montana music from whoever else would like to break the law with him/her.
The fines are up to $30,000 if you are caught, and if it was a WILLFUL act, up to $150,000. So now, if someone finds a photocopied piece of Hannah Montana flute music in Chermo's house, and reads this forum thread, they can figure that she WAS informed that photocopying sheet music was illegal, so she willfully did it...the IP address means they can find her, and her intent.
If you are making some sort of profit from copying the music, they can fine you up to $250,000.

Is it done anyway? Yes. But that does NOT make it legal.
If you spent a lot of long, hard work actually using your musical skills to write, compose and arrange original music that got published and sold, would YOU be happy about one buyer photocopying it and sending it to everyone so they didn't have to buy it?
I'm not sure that the whole Hannah Montana flute book was written by a talented but starving musician... but there is a LOT of good music out there that is, and I think we should actually SUPPORT the efforts of folks that might compose new, and GOOD, music for us to (buy and) play.
