For an uncommon maker such as Reynolds, you would have to either contact the maker directly or find a history of that maker.
I'm not sure if this "Reynolds" is the one you want, but there are no four-digit serial numbers listed. These are for Reynolds flutes rather than piccolos.

Sounds like this Reynolds was based mostly in Cleveland in the 1950s and 1960s. <Added>The letter "C" on your piccolo might mean "Cleveland" or "key of C" (as opposed to a D-flat piccolo, which was much more common in the 1950s than it is today).
