in the peiece, 32 etudes for clarnet written by C. Rose. On the 15th measure there are 5 beats in it!!! and it is common time. now what the heck is going on? this is a freakin etude for region band how could they gve us a screwed up piece?

I`m assuming that you`re talking about the first etude, the one marked andante cautabile. Well, in the 15th mesure, they`re grouped in threes, so it`s understood that they are triplets. hope that helps.
