Hello Adrian
You can take your Parrott to a music store that not only sell clarinets, but have a technician that repairs them. Let them examine your Parrott and they can tell you if there is any thing wrong with it.
I taught my self how to play the basics on a clarinet by hiring a children's video. For example: Play Clarinet Today (Amazon)
https://www.amazon.com/s/ref=nb_sb_noss_1?url=search-alias%3Daps&field-keywords=play+clarinet+today&rh=i%3Aaps%2Ck%3Aplay+clarinet+today
You can also buy children’s beginners to progressive levels book, called: Teach Your Self How to Play (Kindle Edition).
When you have learnt the basics, have at least two lessons once in a while to check your progression and to get advice etc.
