no way.
woodwind parts are hard because they have crazy fast runs, trills, things that cause your fingers to get tangled, not just because they're competitive. and while looking at two peices of music side by side may lead to the idea that woodwind parts are harder, the parts are suited to the instrument, and challenging peices of music will be challenging for most instruments, if not in the same way.
the only times i think it's safe to make a comparison between which instruments are harder is with closely related instruments- such as, "oh, piccolo is harder than flute" or "Eb Clarinet is harder than Bb." (note: i'm not saying either of those are true, i don't play them, but they're more reasonable instruments to compare than, say, a trombone and a saxophone. and even those can vary by person.
