IF you are going to be singing at college you might consider joining one of the vocal ensembles at the university and perhaps take some private lessons. This will give you the position of being able to sign up for the practice rooms. If you don't take lessons you can still go to the practice rooms and use one that is not being used. Often times people set a sechdule for themselves but don't always use the room. Go and wait til 5 or 10 minutes after their assigned time, if they don't show use the room - if they show late say thank you for letting me use your room until you got here. If you don't know who they are carry a note with you always that you can place on the door saying, "If you are assigned to this room pleae interupt my practice so I can give you your rooom".
Another option is scheduling. Your class schedule may not match everyone elses and you may find yourself alone, by yourself, with no one else there. Perfect time to do exercises.
Another option - - - I have never had a room mate, house mate, or neighbor complain about my practicing. And, in fact, I have had complaints about NOT practicing. People like to hear nice sounds even if they are just exercises.
