Does anyone know how to keep your slurs steady and not scratchy, so you can have good tone and transition smoothly? I am having problems with this topic.

Scratchiness in particular means you are introducing extraneous noises, and you are likely doing this because you are applying too much pressure. Applying too little pressure will likely introduce extraneous harmonics and produce a sound you might characterize as "squeaky". The right amount of pressure depends on how close to the bridge you are bowing. Squeakiness and scratchiness are not by a long shot, however, the only possible bad ways to bow, ways that prevent a "good tone", but I can't go into all of them here. Now if you only sound scratchy and unsteady when you're slurring, I'd guess it's because having to stop differently with your fingering hand is distracting your bowing hand.

One more point: This is the sort of question you really need to consult your teacher about. If you don't have a teacher, you need to get a one.

Some of the ways you can make smooth slurs on the violin are:
1) You should divide your bow properly.
2) Try making an even sound from frog to tip.
3) The string changes you make shall be clean.
4) try making your fingering clean and clear.
