I`m trying to find a French Indie band from Nimes (Preston`s twin city) to twin with Preston band star27. ANyone know where I could look?

Oasis did not `bring about Britpop`. They may have been the most successful Britpop band, but they were, at best, derivative dad-rock. Early 90s grunge laid the foundations for Britpop, and, of the big bands, Suede easily predate Oasis for mainstream Britpop success.
