Something that is harder on the fingers wouldn`t help tone at all even if it`s in the lower register.

Flute playing is a combination of the physical and the artistic. If you don`t work on your tone exercises every day you will never ever learn to play low notes.
Start from where you can play comfortably then slowly descend to the bottom of the register, you will find your low notes.
