Technical definition "Vibrating the tongue very quickly whilst playing a wind instrument to produce a fluttering sound"

Like rolling your Rs while you are playing.

Here is a trick: get some spit in the back of your throat (I know that sounds gross, but just hear me out! ) Okay, get some spit in the back of your throat and, with your mouth open (don't drool!) sing a note. The higher the note, I think, the better the results will be, I always noticed. Then, force the air to go faster and put more pressure on the back of your tounge so that the spit kinda makes a noise. I know how vauge I am being in telling you to make your spit make a noise, but just try it!!! It's kinda like you are gargling (sp?) with mouthwash. That will give you an idea of how you are supposed to work your tounge when flutter tounging. Tell me if this works for you, because this was kind of how it was explained to me when I learned how to flutter tounge. Best of luck with your tounge!

I understand that fluttertounging doesn't actually involve the back of the tounge, but it was just a trick that worked for me and I posted it in the best way I could. When I flutter tounge, to me it feel like I am moving the back of my tounge and using air to vibrate the back of my throat, too. I understand that my advice might not be helpful, but, I was trying to help. I see that some of your advice to flutter combines both what I have said and what Andrew has said, cutting away at the parts that might not be right. I still wish the best of luck with learning to flutter, Toni!! (I am not upset, Micron, and respect what you say; I just tried to explain what it feels to me when I flutter in hopes it might help!)

Tip I found on line:
place the tip of your tongue so that it's touching the roof of your mouth just behind your front teeth. Now curl the tip of your tongue and exhale. You should get the beginning trill of a rolled R. If you're still not successful... do this while you're in the shower with the water running through your mouth.

According to a spanish phonetics professor I had, an extremely few amount of people can not do an alveolar trill (rolled Rs). I would go into further detail, but it would take way too long.
