It means you're using far more air than you should need to. I believe you just took the flute to a tech (correct me if I'm wrong), so it shouldn't be an issue now, but leaks can cause you to use more air to compensate. Likely you just need to work to refine your airstream and learn how to use your air so that you're able to conserve. Aiming your air properly and compacting it into a smaller airstream will help save some of that air that is currently being blown straight past the flute. If you think about angling your air downward slightly, it should help your tone and the amount of air you're using. The more you play, the more you'll get used to it. Feeling out of breath is not at all uncommon among beginners, but I can't say I remember experiencing that myself.

Yeah you're right the flute was given the ok by a tech. I'm glad to know that getting out of breath is normal for beginners. I had the same problem with clarinet at first but not so much now. Thanks for the help.
