Open holes could very easily be regarded as a design flaw:
If you have to 'press quite tightly', as Leigh suggests, you will:
1)Slow down your technique
2)Cause yourself hand, arm and possible shoulder pain should you practice for very long
and
3)wear out the pads, and possibly put the flute out of adjustment much sooner than would have happened with the keys closed, or plugged.
It is only easy for a person with 'flute' sized hands to play comfortably this way. For many, many of us 'mortals', a fast, easy response on the footjoint notes (low C# and low C) simply is not possible without plugging the last key or two, or abusing our tendons and flute pads.
The really capable, WOW players that I know (Principal in the Symphony, Masters in Flute Performance from Yale, etc) have at least two plugged keys, especially that key that you are having trouble with now. They are capable of playing without the plugs, but do not, in the interests of their own health and the condition of their flutes.
