This youth orchestra is only the tip of a Caribbean iceberg (I know, it sounds contradictory)...
Venezuela has a huge program of integration of children and teenagers, mainly from underdeveloped and rural parts of the country, using music to provide these people a profession and many times, a job.

Caribbean, yes jose_luis, but mostly south american.
In fact, there are hundreds of orchestras there. They have a system where the best musicians in an orchestra are invited to upgrade to a better orchestra in their area, and so on, until it's possible to reach the level you see at the recording. Amazing.
It seems also that Dudamel is a contemporary genius, with a musical background every one would be really surprised.
