If you are in a big city, check public libraries. You may be lucky and get it.
If you have the music recorded, you could try some free SW that is available in Internet to convert digital files (mp3 or WAV into midi. From midi you can print the music.
TS-AudioToMIDI is one of them and they offer a trial-before-buy download (do not know what its limitations are)
But there maybe a lot of work involved and the results may be rather off from perfect. So that you will probably need to correct the errors by ear or using a keyboard to find the correct notes. Some knowledge of music notation and theory are necessary for this reason.
I do not think this procedure is illegal by itself. i.e. the main problem with strictly enforced copyrighted music is that even if you buy the music score (or the CD, I am not sure that you are entitled to play it in public, without paying a fee to the copyright owners.
Is a very complicated subject and we all try to stay on the legal side. But with recent, extremely commercial music like Hanna Montana I believe it is risky to do anything at all, except listening to the CD at home, with all windows closed so that your neighbours cannot not hear it (I am exaggerating a little, yes).

If she is just learning, the Hannah Montana may be too tough, if you do get a copy.
I remember back in 6th grade, I won the musician of the year award at my elementary school. The award came with a $50 dollar check. I went and spent it on many Disney song books for flute, only to find that I couldn't even play them, even after 2 school year band courses. Get your daughter an "accent on achievement" book. That way, the book includes instruction on reading music, fingerings, and even includes many of the classic beginning songs. Many band programs in schools use that book also, so you may even save money buying one book instead of two.
Most likely though, your daughter will not be able to play Hannah Montana in a few weeks of teaching. Flute is tougher than it looks, and Hannah Montana songs are harder to play than you would think, even when the notes are only quarter notes, as they were in the various books I had bought in 6th grade.
Congrats on trying to introduce music to your daughter early though, not many do that.

I'm sure your daughter is extremely gifted, but unless you find a way to provide her with private flute lessons and get her to practice basic songs for at least a half-hour a day, it will most likely take her more than a few weeks of flute to get to the level needed to play many Disney songs.
Second thought....many high school musicians will provide free lessons for interested band students. Private lessons from experienced musicians can help a ton. It would be a good thing to look in to.

Also, if she really truly wants to play flute, than why will she only practice if you get her Hannah Montana music?
It shouldn't really matter what music you play, just playing the instrument should be fun. Maybe she would like some other instrument better, and you could borrow the instrument from a friend or kind musician in your area. (If she really, truly doesn't like flute)

I abide to the law. Or at least I try.
But note that buying a score provides no license to play the piece in public, even without benefit. In other words, the copyright law protects the creation itself, not (only) the physical or virtual support of it (paper, digital files, CDs or whatever).
Say you are a gifted-ear musician and that you can play Hannah stuff by memory, just listening to the song only once on the radio. No score, no CD, no nothing but your neurones.
Still, you must request permission to the copyright owners to perform such a piece in public.
That is my interpretation of the copyright law. Please comment if somebody disagrees as this is an interesting subject. It is different with older works, prior to 1923. But not Hannah's.
Not necessary to start any fight, of course.

hannah montana and disney songs are hard to play, trust me- after 3 mouths of private lessons, i could only just manage a few of the disney ones, but if she wants a bit more interesting try this site, http://www.flutegirl.ca/downloads.html , just find the song you want them click the c instrument sheet music, there is some good stuff there- like a whole new world, no hannah montana though- i haven't even seen even a book for flute for hannah montana but if you found a piano vocal book she can play the vocal part, but try that site as there is some good music on there from films and pop songs and stuff like that.
