is Professional Piccolo Silver C Key of OPUS USA piccolo a good piccolo to use? Is it really a professional level instrument?

Yes I had seen the advertisement,
I would venture to guess that it's not made in the USA although they mention that the pads are from the US.
There has never been any such category as a "Professional" Piccolo which is also a "School Band" piccolo that is made in the US. This is because school students are generally not professionals. These terms are placed there to connect with search engine hits.
Piccolos don't come with mouthpieces. They have head joints. The head joint comes standard with all piccolos and shouldn't be considered an "extra". That's like advertising the selling of a car ......that also has a steering wheel and driver's seat.
I also wonder why they feel that "joint Grease" is necessary for a piccolo.

My suggestion is that it's not worth the shipping cost but I have not tried it nor would I ever intend to try this brand even though I'm somewhat in the market for a piccolo.

Many things are being sold on Ebay that are highly suspect.
IF you do decide to purchase this, give us a report after about 6 months of use. We'd appreciate your words.

opus usa is a company out of china that uses american made parts so its a cheaper make with the more expensive parts it probably plays well cuz of the parts being american made but its put together by chinese who arent as skilled
