I notice when I play my clarinet that my e flats (first line, treble clef) sound really strange (i have tried both fingerings). the note is right, but it has a strange 'raspiness' to it that ruines the sound (almost like a kazoo). Is this my clarinet, or could it be my mouth? Any advice on how to fix it would be greatly appreciated, as it screws up many of my songs for band (especially the 1st clarinet piece for funkytown which has tons of e flats close together).

Tighten the grip your mouth has on the mouthpiece (your embouchure) and play through the note firmly. For Funkytown you can get away with going up an octave if that makes it easier.

you should also try moving your reed up or down on your mouth piece.
