It is published by Austin Macauley on April 30, 2018. It is for advanced players but can be broken down measure by measure or practiced slowly. 50 short studies explained how & why.
You can google-- The Most Advanced Clarinet Book Tom Heimer. In the U.S. it is available from Bookmasters of Ashland, Ohio.
I recommend it for every one who has of an advanced level.

There are 50 short studies with explanations, followed by 27 full page etudes. They cover pretty much any technical problem you can think of. Though a certain level of playing is required, it can be of use to fairly advanced players, as the studies can be slowed down or even practiced bar by bar. I have been practicing it for 5 years and can play most of it now. I will attempt to get the publisher to include example pages. Maybe think of it in terms of the hardest solos, such as the Nielsen or Corigliano.
