It varies from player to player, but most would say that you can practice dynamics by changing your air speed and embouchure. You have to experiment with it, but try using a "slower" air speed and a more quote-on-quote "pinched" embouchure. Find the right combination so that neither factor affects your intonation and pitch. By the way, unless you did it on purpose, you spelled "anonymous" incorrectly.

Softer on an oboe? You don`t necessarily want to slow your air speed down - you want to lessen the amount of air into the horn. If you put lots of air into the horn, it plays louder, if you put less into it, it plays softer.
Many people confuse playing softer by slowing the air speed down. That only makes the tone flat, and not good to hear. Keep a fast air-speed, but put less air into the horn. It sounds awkward, but it`s the right way to do it.
