My gouger cost $500, but most start about $900, I got mine at a steal because it was deadstock.
yes, you can buy cane already gouged. I`ve got some links on my website that are for vendors that sell both gouged & gouged & shaped cane.

Your best bet is to get started with a reed maker`s kit (most double reed shops offer kits from $60-$120 depending on what is included) and then purchase more cane as needed. Stick with a common shape like one of the Gilbert or Westwind ones so if you have to change vendors you can continue to get cane in the shape you are used to.

You are wise to start making your own oboe reeds! I run my own handmade professional oboe reed company (mklreeds.com) and also another site with tons of info about reeds and oboe playing. We are just about to release our Beginning Reed Maker's manual- complete with videos you can watch on the web and a workbook to ensure you learn the basics well.
