I just wanted to ask why sometimes my tone sounds like there's water in my oboe or my reed, even though there isn't.

There is water in your oboe.
how did you check if there is water in your oboe?

I took apart my oboe, and wiped the water away, put the oboe back together, and played it again, and it still made that buzzing noise while i played. maybe it's not water?

it happened in most the notes, but mainly from second octave C to B.

Check for moisture in the octave key tone holes. Depress octave key & look for moisture between raised key & tone hole.

Yes, if you've only been using one, i.e., the same reed.

Easy, just try another reed or two.
