I just was able to rent a Buffet oboe from my school. Its awesome compared to the Selmer I used to play earlier. I am trying out for my All County honors band, and have to play 7 scales. The only problem is the Bb scale. My oboe does not play the low Bb (below middle C) at all without a drastic change in emboucher. Why is this like it?
Also, anyone know how to play the F major scale double octave. I know the fingering for the High F, but it never comes out. Why?

There could be many problems, maybe a key is bent, the reed, adjustments need to be made. I would suggest highly to just take it to a repairman and just get it worked on. The fingering for High F is the Left E flat+ G Sharp (A Flat key) down at the same time+half hole+the third finger down on the left hand and the 4th finger on the left hand up plus the second finger on the right hand up+the middle right finger down and the 4th down too. I think that`s it....I don`t have an oboe in my hand so I don`t know if it`s completely correct. Hope this helps!
