For Bassoon there is the Kieth Bowen bassoon workshop that will add on additional keys to the bassoon/rollers etc. But is there anyone out there that has a website or something that does oboe customization? Like adding on keys such as a third octave key or adding trill keys. Help?

Some companies will add extras like 3rd octave keys, but for their own instruments. It will probably cost you more money to add those features than buying a second hand oboe with those features.
Look on ebay, or other reputable on-line oboe shops to get a feel for prices.
