What would some of the key elements for putting together a good band be?

I would imagine it depens on the band. But usually an excelent snare drummer and a base. An a very good brass section.

to have a good band you need
-a good director
- good percussion
- good base section
-good middle voices and upper
everyone has to know what they are doing in order to make a band great! One bad section can make a band sound really bad
