Pedal Tones are the notes that are below the F# below the staff.
You have to relax your lips all the way, yes it`s difficult, but it`s achievable.
I can sustain the F# below the F# below the staff, but the only person to actualy play them in music, that I know of, was Louis Armstrong.

Yes pedal tones are difficult. Buy you can do them. If you have a teacher ask about them.
It is important to use lots of air when doing pedal tones. When first starting to do pedal tones, try to glissando down to the low notes. Check out the Stamps or the Thompson Buzzing Basic book.
Done correctly pedal tones can be a big help to your playing. Done incorrectly they can hurt it.
