In order to help, I need some additional information.
How old is the horn and has it always had the problem, or did it come on suddenly.
There are a number of possible issues. If the problem came on suddenly, my first guess would be damage or foreign substances in the valve. If you had the problem starting when the horn was new, the valve may not have been fitted properly when manufactured. Also, is this valve a string action or mechanical action?
If the problem has come on over time, it is probably necessary to have a repairman dissassemble and chemically clean the rotor and casing. Build up of dried up oil, mineral deposits from water and saliva, and corrosion can hang up the best of valves. If repair is necessary, make sure the repair person also checks port alignment.
For oil, I highly recommend the Hetman brand lubricants. On your valve you should use the light rotor oil internally, and the light bearing oil on the end bearings and the thumb lever tube and spring.
Also, always make sure you have an extra spring and rotor string (if string linkage) in your case. The only time these things break is just before you go on stage.
