Violin Tone Quality

I got a new violin recently, and I love playing it(without a teacher). So far I can play most of the notes in tune. But The Low G string sounds really dry and not as "wholesome" as some of the other higher notes. Am I not applying enough rosin? Is the G string supposed to sound a little dryer than the other notes? Also What is the proper way to finger the notes on the fingering board? I have heard that your nails have to be short so that the impression of the string is on the tip of the finger. My fingered notes sound weak and "dry".

It depends on the violin. Cheap violins will not deliver much in the way of tone. To be fair, chances are you are by no means getting the best possible sounds from it!
There shouldn`t be much to notice in the way of tonal differences between fingered notes and open strings. Yes your nails need to be very short, the string needs to go all the way down not just most of the way down.

Try listening to someone else play it. Your violin sounds different in your face than a few feet away, concert hall front row, concert hall back row, bathroom, etc.
