i`m 14 and i just picked up the cello about one year ago. i already play piano (a.mus.a level) and i`m pretty good at cello >.< and i play in my school orchestra, but my 4th finger won`t work properly! my teacher got me to do some exercises for the finger but nothing seems to work! it`s working on the piano but it`s dead on the cello......help!

Do you mean that your finger won`t strech far enough? If so, then your fingers will be more strechy with time. That`s why people start out with slow music, so they will get to know where their fingers go and where the notes go.
