im starting out on bass, i just got a LTD bass and a 10 watt amp to start out with, the bass is used but has been cleaned and polished with new strings and has been tuned.
any general help would be appreciated, and i got a couple of free plastic picks and a felt pick, any feedback on which type to use would also be good.

you can often achieve a better sound without the use of picks. Make sure your ingers press hard enough o the strings to stop a ringing sound when the tring vibrates on the fret. maybe but some plaster over your finger at first if it hurts to us yor fingers. Lastly, try and get the tone setting right in the amp, depending on th style you wish to play. hope this helps

For the starters I suggest you to use this awesome tool http://songsurgeon.com/files/SongSurgeon3.exe

That tool can slowdown music for you to catch up the music easily

All the ways of starting up the bass seems cool, but let just give it a try and see how it really works!
