I assume you have Fender style with the
collars around the fat pegs. I can`t see
how the small Gotoh style pegs could ever
"rise out", since they are installed each
as one solid unit from the *backside* of
the headstock.

The Fender type is also installed from
the backside, except for the collar that
takes the wear of the rotating peg [so
the wooden hole doesn`t wear and get too
huge and oval].

Probably your collars are drifting out as the wood dries. Loosen the string and,
adding a bit of glue to make the fix stay
fixed long-term, push the collars back
into the headstock. BTW, there are many
basses out there whose collars have risen
only slightly and have been that way for
years [a stable, OK condition].

Also, to minimize the cause of collars
rising out, make sure your string tension
pulls at the BOTTOM of the peg/post. If
you wrap 3 or 4 turns for the E-string
and several turns for the G-string, you
will have enough turns to keep the string
tension down at the bottom for sure. If
the string is pulling high up on the peg
it has a lot more leverage to pull at the
peg and squeeze the collar from its hole.

This type of peg is supposed to have a
taper, narrower at the bottom, to keep
the strings down low, but a few are made
just straight, and so require plenty of
string turns wrapped onto them to keep
the string down low. You could also add
an extra string tree if possible.
