If you choose to use fingerpicks (as opposed to picking with the flesh of your finger or the nail) then you put them on the fingers that you will actually use to pick.
Bluegrass banjo players, for example, only use a thumb pick and two finger picks (index and middle). The other two fingers rest on the face of the banjo.
Some players finger pick the guitar this way as well. Most fingerstylists use index, middle, and ring. Some also put the pinky into use.
If you plan to use the pinky at all, then putting a pick on it is a good idea, so that it will be at the same level as the other picks. However, if you never use the pinky, then just don`t bother putting a pick on it.
Ultimately, it depends on your style.

When I started to try to learn fingerstyle guitar, I listened closely to Chet Atkins records. At the time, I didn`t realize he used a thumb pick, so I began using a flat pick and my second and third fingers. (no finger picks) I still use this method most of the time, even though I`m aware that using the thumb and first and second fingers is the proper way.
