how do u drop c tune ur guitar i have a cheap tuner so it doesn`t show c or f

ok i`ve been playing for a little over a year i read tabs and i`ve had to avoid tabs that have drop B or D i haven`t had any lessons i`ve just sorta taught myself so can someone explain those because i dont understand what half steps are i thought it meant make the low E sound like a D but since i have a electric/Bass tuner i thought it meant to tune it to a Bass D so which one is right if either even is i know i sound really dumb but can someone plz reply
