why is there level 9?

Can anybody tell why is there a level 9. Because level 8 covers everything. Is level 9 the same as level 8 but more complicated, please tell me.

If you`re talking RCM then 9 is a lot different then 8. The pieces are a bit more difficult, but now you`re being examined more on musical interpretation and stylistic awareness. As well the gr. 9 technical requirements are far superior to the 8 and serve as a stepping stone into 10. Making an 8 to 10 technical jump is very difficult.
