One thing that helps snares is if you tape the bands on the bottom to the bottom head. This can help reduce the vibration and help with ring. Another helpful thing for ring/buzz is to tape certain parts of the top of the head or get a plastic ring for it. These can make it sound tighter while retaining a bit of buzz. Another tip, sometimes the problem is with the heads, so all you have to do to get a little better sound out of the drum is by lossening the bolts alot then tightening them back up again in proper tuning fashion (starting with one bolt and doing the one directly across from it).
There are a number of things you can do for toms. Each one works differently for different sets, so you can try them all. What I like to do first is tune the bottom tom to a really good bass note that sounds nice and round. You can now tune the next tom to that tom and the next to the previous and so on. This helps give you a gauge of how to tune your drums. With changing sound, though, you can do even more things. You could take the bottom heads off. You could put a single small strip of duct tape on the head (on the bottom edge or the middle), you can make an electrical tape patch (on the edge), you can tape designs across with electric tape (this dampens them alot) , or you could buy plastic rings to go on top of the head or inside the drum shell.
