What should I buy to start out and learn on??? Any help would be appreciated.

a practice pad and a set of bells
or if you want to you can buy a ludwig 4 piece drum set

To start with, visit your local music store, and if you can afford it, take lessons. in Philly ( where I am) the lessons range from 15 - 18 $ per hour.
Learning the fundamentals of drumming, which are called rudiments is the most important thing, so a practice pad and sticks will be the way to start, but also if you do not have a good sense of rythym/time invest in a cheap metronome.
Good Luck, and take baby steps first. Learn the foundation on snare drum before you try to tackle a full kit.

I totally agree with drumbum.
Also, take maybe a month or two of lessons before you decide you`re dedicated enough to purchase a kit or snare.
