I have found it very helpful to get a special tuning key. You set it to click at a certain tightness so that every bolt can be tuned exactly the same. Also, be sure and go across. (EX: start at one bolt, then go to the one directly across from that one, then to the one right next to the original bolt, etc.)

You can go to vintagedrum.com and look under accessories and tuning keys. It is called a memory key. You can also try samash.com or go to a GuitarCenter if there is one near where you live.
