First, stop speaking in all caps. It`s very annoying and hurts my eyes.
Second, keep working at it. Starting your own orchestra at 13 is a huge step. Find a teacher in your town and talk with them about it. They will be able to give you alot more hints then many of us here can.

You seem to be going in the proper path already. Find music teachers, learn music, try composing songs. Perfect at least one instrument as far as possible; be in the bands and orchestras your school provides. When you are in high school you can start looking for a good college/university/whatever where you can continue your studies; of course you will want to make the usual A`s and B`s so that you can get in easily. Try to develop an ear for music... listen to music, find friends who also play and see if you can manage to play together. Learn to sing well, also; and learn to recognize intervals and notes when you hear them. All in all, it`s a lot of practice, but if you want it, you can have it. Good luck to you.
